Consumer Directed Personal Assistance Services (CDPAS) offers ICS members an alternative to traditional home care. Also known as the Consumer Directed Personal Assistance Program (CDPAP), CDPAS is a Medicaid program that enables individuals—particularly those who have a medical need for help with activities of daily living or skilled nursing services—to take an active and responsible role in planning their home care.

How Does CDPAS Work?

With CDPAS, you decide what kind of help you need and when you need it. You decide who to hire — caregivers you trust and feel comfortable with. This can include a friend or family member. In addition to helping you with activities of daily living, your personal assistants are free to perform medically related tasks like catheterization, managing a ventilator and giving medications — tasks that you train them yourself to perform.

For many ICS members, CDPAS is the key to independent living. But while CDPAS is flexible and customized to your individual needs, it comes with responsibilities. As the employer, you (or someone you designate) recruit, train, supervise and terminate your CDPAS personal assistant. Because of the responsibilities involved, CDPAS is not for everyone.
