ICS is Changing: What does this mean for You?

On March 31, 2019, Independence Care System (ICS) will close its managed long-term care plan (MLTC). However, ICS will continue to support New Yorkers with disabilities to live safely and independently in their communities. On April 1, 2019, ICS will open the first and only “Health Home” in New York State specializing in care coordination for people with physical disabilities. On January 7, ICS President Rick Surpin sent a letter to every ICS member about the upcoming changes.

What should current ICS members do?

Stay with ICS to help protect your level of care.

All ICS members will receive a letter from New York State informing them of next steps and the choices available to them. ICS members who do not choose another MLTC plan will be automatically enrolled into the MLTC plan of Visiting Nurse Services of New York, VNSNY CHOICE, on April 1, 2019.

For the following reasons, we encourage you to wait for automatic enrollment into VNSNY CHOICE.

  • ICS members who enroll in VNSNY CHOICE will be guaranteed the same level of services they currently receive from ICS for one year. However, ICS members who choose to enroll in an MLTC other than VNSNY CHOICE will be guaranteed the same level of services they currently receive for only 120 days.
  • To ensure greater continuity of care, VNSNY CHOICE will delegate MLTC-related care management services to ICS for all qualifying ICS members with physical disabilities who choose to enroll in VNSNY CHOICE.
  • All VNSNY CHOICE members with physical disabilities, including ICS members with physical disabilities who choose to enroll in VNSNY CHOICE, will be eligible to enroll in the new ICS Health Home.

About ICS’s new program

 On April 1, Independence Care System will open the first and only “health home” in New York State specializing in helping people with physical disabilities stay healthy and independent, in their communities. A “health home” is not a home. It is a program designated by New York State to provide care coordination for Medicaid-eligible residents with multiple health conditions. The goal is to make sure members get the care and services they need to be as healthy as possible. Health Home services do not replace MLTC services. They provide an additional level of assistance available to qualifying ICS members who enroll in VNSNY CHOICE.
